INTERNAL: Converting an Organization From Co-term to Per Device Licensing
Policy on PDL Conversions and Licensing Alternatives
In general, PDL conversions will no longer be accepted or approved. We recommend customers explore alternative licensing options, such as co-term or subscription licensing.
Conversions to PDL require special approval from Licensing PM. Support Ops will not honor requests for conversion that do not contain PM approval.
Guidelines for PDL Conversion Scenarios and Licensing Model Management
- Verify if the customer is converting only one of their orgs to PDL or all
- If this org is the first org then provide information that they can't move licenses between PDL and Co-term.
- Management of two licensing models can be complicated and we recommend having one licensing model consistently across all organizations
- What if the org is used to test the PDL model (not production), Verify, confirm, and proceed to convert
- If they are using the PDL model for all their existing orgs and this is a new org, then jump over to the MSP Exceptions section of this doc for more information.
Steps to Apply NFO for Organization-Wide Conversion to Per-Device Licensing
if the justification is satisfactory, then apply the following NFO to the entire organization

Step 1: Navigate to Organization > NFOs page:
- Step 2: Enable Temporary Permissions and Click on Add Network Feature Override button > Add feature: has_convert_to_pdl in the first field, By default Organization-wide, and Enabled should be checked ( Don't select network-wide) as shown in the screenshot below > Preview > Save
- Step 3: Validate by navigating to Organization > License_Info page that the Convert to per-device-licensing is now available.
Approval Process for Service Providers Requiring Per-Device Licensing (PDL)
For Service Providers (SPs) that require PDL and have already started deploying in co-term please reach out to meraki-sp-pm@cisco.com mailer. The SP PM team will handle approvals for these requests to expedite the process, we are working to change their process to utilize the clone model but it's not a quick adjustment for them. Just Provide the following in the request:
- Case Link and Number
- Customer Name
- Salesforce Link
