Unable to install Systems Manager profile with Apple Configurator

In some cases, the Systems Manager profile fails to install on an iOS device with an error "Can't install profile."

In Console.app, the following message will be logged:

6/11/12 9:01:41.124 AM [0x0-0x66066].com.apple.configurator: ERROR - 1628230ms Apply policy of UDID:1fe6bbe45dc3073ef6a18239f1a8cb857016eb80 failed: Error Domain=com.apple.configurator.ErrorDomain Code=5026 "Unable to install configuration profile. Profile installation failed. Unlock device and try again." UserInfo=0x7fcc2c0d65a0 {NSUnderlyingError=0x7fcc2c0c51b0 "Profile installation failed. Unlock device and try again."} (/SourceCache/AppleConfigurationUtility/AppleConfigurationUtility-110/Application/Controllers/CDDeviceController.m:445)

This happens when the iPad does not have network access, and cannot verify the profile that you're trying to push with Apple Configurator. To remedy this, ensure that:

- "Airplane Mode" is turned off

- The iPad is joined to a network and can access the internet

- Ensure that your network firewall does not block the Simple Certificate Enrollment Protocol (SCEP), which runs over HTTPS.

- Ensure that all traffic to/from ios.meraki.com is unrestricted

One of the most commonly reported scenarios is when an administrator attempts to refresh a set of supervised iOS devices using Apple Configurator.  Because pushing the Meraki management profile is a part of the refresh process for supervised devices, this process will fail if the device does not have connectivity to the Internet.  Please ensure that your iOS devices have network connectivity before managing them using Apple Configurator.
